Modification to the General Provisions of acquisitions, leases, procurement of services, and execution of works of the Federal Electricity Commission and its productive state-owned subsidiaries
On November 12th, 2015, the Federal Official Gazette published the Modification to the General Provisions of acquisitions, leases, procurement of services, and execution of works of the Federal Electricity Commission and its productive state-owned subsidiaries, published on June 23th , 2015.
The main amendments thereto:
a) Setting forth a threshold to distinguish between operations that must adhere strictly to the guidelines of the Advisory Council, and the ones that allow adjustments by the Contracting and Requesting Areas.
b) Establishing new contracting procedures.
c) Including the possibility of receiving and evaluating unsolicited proposals from third parties.
d) Establishing the prequalification procedure as a separate procedure from the contracting procedure.
