On January 12th, 2016, the Federal Official Gazette published the Resolution by means of which the Energy Regulatory Commission issues the General Administrative Provisions in matters of open access and the rendering of petroliferous and petrochemical pipeline transportation and storage services.
It is worth mentioning that these provisions contain the possibility of petroliferous and petrochemical permit holders to freely negotiate and agree the terms of the rendering of such service, under certain circumstances, and subject to the open, non-discriminatory access principles.
