On March 31st, 2017, the National Agency of Industrial Safety and Protection of the Environment of the Hydrocarbons Sector (ASEA) published in the Official Gazette of the Federation the General Administrative Provisions that establish the Guidelines on Industrial Safety, Operational Safety and Environmental Protection to perform land transportation activities through Oil, Refined Products and Petrochemicals pipelines. (DACGs).
These DACGs provide the specifications and requirements to be met by all regulated agents in connection with the construction, operation and closure of land transportation systems by oil, refined products and petrochemical pipelines, in order to prevent damages to the population, personnel, facilities and any impacts on the environment.
It is important to note that, considering the specialization of the subject matter, these provisions establish generic obligations that allow regulated agents to comply with them by adopting the best national and international practices in the market.
