On December 19, 2019, São Paulo's Public Prosecutor's Office and Google Brasil Internet Ltda. signed an Agreement to extinguish a Public Civil Action filed by the Public Prosecutor's Office against the company for advertisement aimed at children, requesting the removal of content from seven YouTube channels and the creation of a content surveillance system to demonetize videos that violate children's rights.

According to the Agreement, Google and CONAR (National Council for Advertising Self-Regulation) will produce, within six months, a guide focused on online children advertising. The guide shall include general guiding principles of advertising targeted at children on the Internet, as well as illustrative hypothetical cases that represent a list of appropriate forms of advertising directed at children.

The term also provides that Google will offer a communication channel to CONAR for the purpose of receiving, reviewing, and responding to ad withdrawal requests from its platforms. The company and CONAR will hold meetings to report and review ad removal requests and responses. The reports will be sent to the Public Prosecutor's Office, which may, at any time, call a meeting with Google and CONAR to discuss relevant new facts concerning online children advertising.
