The Nigerian Ports and Habours Authority Bill 2006 seeks to address some of the legal issues resulting from inadequate statutory provisions supporting Nigeria's so-called "ports concessions era". It lays out the legal structure for government policy which is already operative in the country. In spite of a few potentially problematic provisions, It is a welcome (even if) overdue development.
