The ACNC's own 67 page submission to the Review published on 19 January 2017 includes some recommendations not anticipated by the sector.

In particular, ACNC suggests two further objectives for the ACNC, namely:

  1. To promote the effective use of the resources of not-for-profit entities; and
  2. To enhance the accountability of not-for-profit entities to donors, beneficiaries and the public.

Some regular commentators in the not-for-profit space have articulated their view that use of resources and accountability are matters for the governing body of the not-for-profit entity, and not for the regulator.

The timing of the ACNC review aligns with the appointment of new Commissioner, Dr Gary Johns, whose approach is reflected in the ACNC submission.
