Cyprus: Η Κύπρος αυξάνει τις εισφορές Κοινωνικής Ασφάλι

Οι εισφορές του Ταμείου Κοινωνικών Ασφαλίσεων (SIF) θα αυξηθούν αρχίζοντας από τον Ιανουάριο του 2019, ενώ οι εισφορές για την εφαρμογή του Γενικού Συστήματος Ασφάλισης Υγείας (NHIS) θα αρχίσουν το Μάρτιο του 2019.

Οι εισφορές Κοινωνικής Ασφάλισης αυξάνονται από το 2019

Από την 1η Ιανουαρίου 2019, ένας πρόσθετος συντελεστής συνεισφοράς στα Ταμεία Κοινωνικών Ασφαλίσεων θα αυξήσει κατά 0,5% τις εισφορές τόσο του εργοδότη όσο και του εργαζομένου αυξάνοντας ουσιαστικά το ποσοστό από 7,8% σε 8,3%. Περαιτέρω αυξήσεις, όπως περιγράφονται λεπτομερώς παρακάτω, θα εφαρμοστούν στα επόμενα έτη:


  • 21,5% από 1.1.2019: 8.3% θα αφαιρεθεί από τον εργοδότη και 8.3% από τον εργαζόμενο
  • 22,8% από 1.1.2024: 8,8% θα αφαιρεθεί από τον εργοδότη και 8,8% από τον εργαζόμενο
  • 24,1% από 1.1.2029: 9,3% θα αφαιρεθεί από τον εργοδότη και 9,3% από τον εργαζόμενο
  • 25,4% από 1.1.2034: 9,8% θα αφαιρεθεί από τον εργοδότη και 9,8% από τον εργαζόμενο
  • 26,7% από 1.1.2039: 10,3% θα αφαιρεθούν από τον εργοδότη και 10,3% από τον εργαζόμενο

Εισαγωγή στο Γενικό Σύστημα Υγείας (NHS)

Η εφαρμογή του Γενικού Συστήματος Υγείας πρόκειται να ξεκινήσει την 1η Μαρτίου 2019 και αρχικά να καλύπτει μόνο εξωτερική περίθαλψη με πλήρη εφαρμογή που αναμένεται να οριστικοποιηθεί την 1η Ιουνίου 2020. Επί του παρόντος το γενικό σύστημα υγείας στην Κύπρο χρηματοδοτείται εξ ολοκλήρου από τον κρατικό προϋπολογισμό για τη φροντίδα που παρέχεται από κυβερνητικά κέντρα υγείας, μια σημαντική αλλαγή για την Κύπρο. Το νέο σύστημα θα παρέχει ισότιμη πρόσβαση σε όλους τους Κυπρίους στην ίδια φροντίδα υγείας χωρίς περιορισμούς.

Το NHS θα χρηματοδοτείται μέσω ατομικών, εργοδοτικών και κρατικών συνεισφορών. Αρχικά, οι εισφορές καθορίζονται στο 1,70% για τους μισθωτούς και τους συνταξιούχους, 1,85% για τους εργοδότες, 1,65% για το κράτος και 2,55% για τους αυτοαπασχολούμενους. Ένα χρόνο αργότερα, αρχίζοντας από την 1η Μαρτίου 2020, οι συνεισφορές για την κάλυψη τόσο της εξωτερικής όσο και της εσωτερικής περίθαλψης θα τροποποιηθεί σε 2,65%, για τους μισθωτούς και τους συνταξιούχους, 2,90% για τους εργοδότες, 4,70% για το κράτος και 4% για τους αυτοαπασχολούμενους. Οι εισφορές θα αφαιρεθούν από το σύνολο των αποδοχών του υπαλλήλου μέχρι του ποσού των € 180.000.

Το NHS σε συνδυασμό με τους εξειδικευμένους ιατρούς, το ιατρικό εργατικό δυναμικό και τις προηγμένες τεχνολογικές δυνατότητες θα συμβάλλουν στην ανάπτυξη του τομέα υγείας στην Κύπρο. Θα προσφέρει ευκαιρίες στη χώρα ώστε να αναπτύξει τον ιατρικό τουρισμό, να αξιοποιήσει τους αναγνωρισμένους ερευνητές της ενώ θα συμβάλει περαιτέρω στην ιατρική επιστήμη.

Εάν το σύστημα υλοποιηθεί όπως είχε προγραμματιστεί, τότε θα μειωθούν οι δαπάνες εκτός λειτουργίας και θα μηδενιστούν οι παροχές, όπως και στην συμπληρωματική ασφάλιση υγείας που παρέχεται από τον εργοδότη και χρησιμοποιείται ευρέως στην Κύπρο. Από την άλλη πλευρά, το νέο σύστημα θα σημαίνει υψηλότερο κόστος μισθοδοσίας τόσο για τους εργοδότες όσο και για τους εργαζομένους. Επιπλέον, το νέο σύστημα θα απαιτεί ιδιαίτερη προσοχή κατά το μεταβατικό στάδιο.

You may print and keep a copy of these Terms, which form the entire agreement between you and Mondaq and supersede any other communications or advertising in respect of the Service and/or the Website.

No delay in exercising or non-exercise by you and/or Mondaq of any of its rights under or in connection with these Terms shall operate as a waiver or release of each of your or Mondaq’s right. Rather, any such waiver or release must be specifically granted in writing signed by the party granting it.

If any part of these Terms is held unenforceable, that part shall be enforced to the maximum extent permissible so as to give effect to the intent of the parties, and the Terms shall continue in full force and effect.

Mondaq shall not incur any liability to you on account of any loss or damage resulting from any delay or failure to perform all or any part of these Terms if such delay or failure is caused, in whole or in part, by events, occurrences, or causes beyond the control of Mondaq. Such events, occurrences or causes will include, without limitation, acts of God, strikes, lockouts, server and network failure, riots, acts of war, earthquakes, fire and explosions.
