The European Council has adpted a new directive fixing minimum rates of excise duty on fuels and power. Entry into force is on January 1, 2004, although there are a series of reliefs and concessions available in specified circumstances. The minimum rates are:
Motor fuels
Petrol - 1000 l. € 421
Petrol unleaded - 1000 l. € 359
Diesel - 1000 l. € 302
Kerosene - 1000 l. € 302
LPG - 1000 kg € 125
Natural gas - gigajoule € 2.6
Industrial or commercial usage
Diesel - 1000 l. € 18
Kerosene - 1000 l. € 18
LPG - 1000 kg € 36
Natural gas - gigajoule € 0.3
Fuels for heating and power

Modest rises are planned for 2010 in some instances. Member states will be able to grant refunds to businesses accepting energy saving commitments. Fuel used in international air transport will be tax-free until the various international undertakings permit taxation.
