The First Annual Revision to theFive-year Plan of Expansion of the Integrated Natural Gas Transportation System 2015-2019 (the "Plan") was released today July 25, 2016. Seven projects were confirmed and kept in the Plan as follows:

San Isidro-Samalayuca pipeline
Samalayuca-Sasabe pipeline
Tuxpan-Tula pipeline
Tula-Villa de Reyes pipeline
Villa de Reyes-Guadalajara pipeline
La Laguna-Aguascalientes pipeline
South Texas-Tuxpan pipeline

Six projects were either removed, rescheduled or modified from the original Plan as follows:

  1. Colombia-Escobedo pipeline (removed from the Plan since the "Nueva Era" pipeline project of Midstream de Mexico will attend the demand along its route)
  2. El Cabrito compression station (removed from the Plan, since it would not have operative functionality once the Ojinaga-El Encino and El Encino-La Laguna pipelines achieve COD in Y2017)
  3. Jaltipan-Salina Cruz pipeline (schedule adjusted to achieve COD in the period 2018-2019; bidding process will be conducted in 2016-2017)
  4. Salina Cruz-Tapachula pipeline (it was classified as "feasible" to be developed according to the proposal made by the company TAG Pipelines)
  5. Los Ramones-Cempoala pipeline (postponed for future evaluation, considering that the South Texas-Tuxpan pipeline will have a similar route and will have sufficient capacity to attend the 2018 and 2019 demand in such route)
  6. Lazaro Cardenas-Acapulco pipeline (bid and COD reschedule; bid in 2016-2017 and COD in 2018-2019)

Note that CENAGAS proposed the revisions to the Plan, which were approved by the Ministry of Energy; the source of the information regarding natural gas offer & demand was the IMP.

On the other hand, please be informed that the Federal Government announced today as well, the Mexico's Public Policy for the Implementation of the Natural Gas Market. This Public Policy establishes the bases to promote the timely access to information related to the daily transactions on natural gas that the marketers carry out (such as price, volume, injection point and withdraw point). This information will allow to create prices index and analysis of gas availability and infrastructure as wells as logistics costs.
