It is unclear why the Montgomery County school board did not
renew Schools Superintendent Joshua P. Starr's contract
["Early exit for school leader in Maryland," front page,
Feb. 4]. It is clear that the board needs to specify its top
goals for a replacement and find the person who has shown he or she
can deliver on them.
