President Trump signed an Executive Order that directs the Office of
Management and Budget Director to propose a "plan to
reorganize the executive branch in order to improve the efficiency,
effectiveness and accountability of agencies." The Executive
Order mandates that the proposed plan should, among other measures,
include recommendations to (i) "eliminate unnecessary
agencies, components of agencies, and agency programs and to merge
functions," and (ii) consider "any legislation or
administrative measures necessary to achieve the proposed
reorganization."
