New Huawei Entity List Designations, TGL Extension, Exclusions, And Certification Changes

The U.S. Commerce Department's Bureau of Industry and
Security (BIS) is extending the temporary general license (TGL)
for Huawei until 18 November 2019, and adding additional Huawei companies to the Entity
List.
In addition to designating additional parties, there are
substantive changes to the scope of the TGL including exclusions.
Importantly, BIS is amending the certification statement required
to use the TGL and such certification statement must be from the
listed Huawei entity that will receive the items subject to the
Export Administration Regulations, not the exporter providing those
items to Huawei, as was previously the case. These developments are
