The Ministry of Mines and Energy published, on 05/01/2015, the bid-notice draft  of the first Bidding Process for the Transport of Natural Gas, whose object is the construction, operation, and maintenance, under the concession regime,  of a transportation Gas Pipeline between the Municipalities of Itaboraí and Guapimirim, in the State of Rio de Janeiro. 

The indexes of local content established in the bid notice are: 85% for the pipeline; 55% for components, 90% for construction and assembly, and 90% for engineering projects. 

The concession period shall be of 30 years. 

The contract will be awarded to the company with the lowest annual revenue in the capacity of carrier,  for the performance of the service of transport during the period of availability of  transportation  gas pipeline for the commercial operation.  

The annual revenue relative to the Transportation Gas Pipe will be collected  by means of the sum of the revenues derived from the collection of transportation tariffs relative to each transportation service rendered, except for the performance of uninterrupted transport. 

Foreign or Brazilian legal entities of public or private law may participate in the Bidding Process, either severally or reunited in a consortium.  

The bid-notice draft which is expected to be published at the beginning of the month of April will be subject to a public consultation and public hearing process scheduled for February, as well as subject to rectifications and improvements. 

This will be the first gas pipeline bidding process since the Gas Law entered into force.
