Presidential Regulation No. 12 of 2013 on Public Health Insurance differentiates between public health insurance participants who are subsidized by the government and those who are not. The criteria for those who are subsidized will be regulated further by the Minister of Social Affairs.

Enrollment in the Public Health Insurance program is compulsory for all citizens and will be carried out in stages. The first stage will commence on 1 January 2014 to cover at least:
those who are subsidized;

  • members of the National Armed Forces (Tentara Nasional Indonesia – TNI), civil servants in the Ministry of Defense and their family members;
  • members of the Police Force, civil servants in the Police Force and their family members;
  • members of ASKES health insurance and their family members;
  • members of the JAMSOSTEK health insurance program and their family members.

The second stage will cover remaining citizens and commence on 1 January 2019 at the latest.

Premiums for those who are subsidized will be paid by the government. Employees' premiums are shared between employees and their employers and must be paid by the employer by the 10th day of each month.
