The President of the Republic of Uzbekistan adopted Resolution No. ПП-329 dated October 10, 2023, which sets priority tasks for reforming railway transport. They include attracting private investment, accelerating the digital transformation of the sector and improving the financial position of enterprises. It is also important to create freedom of choice of wagon operators for entrepreneurs who provide rail transportation services.

In accordance with the document, until January 1, 2027, a zero-customs duty rate will be established on machinery and equipment used for loading and unloading work. This will apply when goods are imported by enterprises providing railway services.

In addition, until January 1, 2026, Oʻzbekiston temir yoʻllari JSC and its divisions are allowed to sell, rent, purchase, and supply goods, as well as perform works and services based on direct contracts. Also, Oʻzbekiston temir yoʻllari JSC gets the opportunity to directly purchase equipment, goods, components, and spare parts necessary for the production and repair of rolling stock, as well as for the repair and construction of railways from manufacturing enterprises and their official dealers.

Effective January 1, 2024, all discounts on rail freight rates - local, export and import - will be eliminated, except those provided in accordance with agreements concluded with the railway authorities of two or more foreign countries. Instead, discounts will be provided only on the basis of resolutions of the Cabinet of Ministers of the Republic of Uzbekistan.

Additionally, from January 1, 2024, state regulation of tariffs for the provision of freight cars and containers, as well as the transportation of passengers on high-speed and high-speed trains, will be abolished.

The Interdepartmental Tariff Commission under the Cabinet of Ministers will be responsible for regulating tariffs related to the provision of public infrastructure facilities in railway transport, locomotive services, and the transportation of passengers in local railway traffic. However, the carriage of passengers on high-speed and speed trains is not included in this regulation.
