On October 25, the UK government proposed to remove the threshold
requirement to demonstrate "substantial damage or
distress" from the Privacy and Electronic Communications
Regulation, broadening the information commissioner's ability
to levy fines of up to £500,000 for nuisance direct
marketing calls and SMS messages.
